Most important issue: The courts, weakest of the three branches of government, are experiencing a budget crisis. The judicial branch's resources must be productively used so that all litigants have a fair and equal access to the courts. Judges must exercise their discretion in meeting this need by adapting technology to the courtroom without sacrificing the person-to-person, courtroom interaction. In terms of court administration, there must be more transparency in the court's executive decision-making. This was already achieved at the state level by the creation of a Judicial Council. A similar, local judicial council should be adopted to meet this need.
