Charter amendment: Use "instant-runoff" voting in city elections
 The proposed voting system for city offices would eliminate primary elections. Voters in the general election would rank their choices for each seat, instead of choosing only one candidate. First-place votes would be counted first. In some races, voters' second or third choices will help propel candidates to victory if no one wins outright based on the first-place choices.
